David Valencia

Senior Program Analyst

Mr. David Valencia (He/Him/His/El) served honorably and professionally trained in the United States Marine Corps from July 2006 to October 2015 where he was stationed at several duty stations across the Nation and overseas. He served in two combat deployments in Iraq, in direct support of Operation Iraqi Freedom. He is a recipient of numerous awards and accolades. He was born in San Salvador, El Salvador. He is passionate about learning, motivated about helping others, and dedicated to building successful teams. He vivaciously began his career in the Acquisition Workforce in February 2016 after being selected for an Acquisition Internship Program for Disabled Veterans in the Warriors to Workforce (W2W) Program at the Veterans Affairs Acquisition Academy.
Mr. Valencia improved the U.S. Department of Veterans Affairs (VA) in his role as a Procurement Technician. He seamlessly transitioned to the 1102 career field to continue supporting our Nations’ Veterans in the Government Contracting Mission, so Veterans, their families, caregivers, and survivors continue receiving the care they deserve. He was granted the opportunity to participate in several on-the job rotations with the Veterans Health Administration Contracting Offices working on a variety of teams, obtaining a diverse array of leadership experience and personal/professional developmental opportunities. He served as a Contract Specialist and Contracting Officer with his wealth of knowledge and experience in the procurement of but not limited to Construction, Architect-Engineer services, Research & Development, Supplies, Services, and Information Technology products and services related acquisitions. He also gained a tremendous amount of experience in regard to compliance, policy, and quality assurance with the U.S. Department of Homeland Security as he took on a Procurement Analyst role with the Office of Procurement Operations, Acquisition Management and Support Division. He served as an Acting Team Lead and Contracting Officer at the VA’s Strategic Acquisition Center providing enterprise-wide solutions, dedicated acquisition support, program management expertise, and non-IT life cycle management for the VA’s Nationwide highly complex requirements through the delivery of strategically sound contracts.
Mr. Valencia’s formal education consists of him graduating with his second Master’s degree in Acquisition and Contract Management with a 4.0 GPA from the University of Maryland Global Campus, graduating from Strayer University with his Master of Business Administration with a 4.0 GPA, Mount St. Mary’s University with his Bachelor of Science in Business with Magna Cum Laude Honors, Frederick Community College with two Associate of Arts degrees in Business Administration and General Studies with Honors. He possesses active certifications: FAC-COR Level 3, Program/Project Management, Facilities Engineering & Construction, FAC-C (Professional), NCMA Certified Federal Contract Manager (CFCM), DiSC® Leadership Manager, AI for Product Management, Generative AI for Project Managers, and Agile Scrum Master. Mr. Valencia is an American Council for Technology and Industry Advisory Council (ACT-IAC) Fellow who graduated from the Voyagers 2023 Leadership program.
Mr. Valencia currently serves in the 0343 career field as a Senior Program Analyst (Contract Development) at the U.S. Department of Transportation, Office of Pipeline Safety, Pipeline and Hazardous Materials Safety Administration, Policy and Programs Strategy and Planning Division leading Project Management and Contract Oversight of contracts and agreements related to the risks associated with Pipeline Safety. Our mission is to lead, direct, and coordinate the strategic development and implementation of policies, programs, goals, messaging, and other initiatives with Office of Pipeline Safety staff, the Office of the Administrator, other operating administrations, other Federal agencies, and stakeholders.
